Discussion on Disciplinary Matters

EU4Justice organised a Round Table for the members of the Office of the Disciplinary Counsel BiH with Ms Béatrice Del-Volgo, General Inspector and Ms Anne Coquet, Inspector at the General Inspectorate of Justice – Ministry of Justice of France. On behalf of the Office of the Disciplinary Counsel the participants were Ms Alena Kurspahić-Nadarević, Chief Disciplinary Counsel; Mr Mirza H. Omerović, Deputy Chief Disciplinary Counsel; Ms Alma Hasanović,  Disciplinary Counsel; and Mr Asmir Baćevac, Disciplinary Counsel.

The purpose of the roundtable was to exchange views on good practices, experience in the European Union and in BiH on disciplinary issues, including organization, methodology, investigation of alleged disciplinary issues, and case law.

Ms Del-Volgo and Ms Coquet gave an overview of the main principles underlying the mode of operation, the bodies and the missions of the General Inspection of Justice (IGJ). This was also the occasion to discuss the topic of new judicial ethics prevention and control bodies: the assistance and watchful conduct service (SAVD) and the ethics college.

The methodology of the pre-disciplinary inquiry was reviewed through the case studies prepared by Ms Del-Volgo and Ms Coquet.

The representatives of BiH judiciary will have the opportunity to gain in-depth knowledge on the disciplinary system during the immersion mission with the General Inspection of Justice (IGJ) and other bodies of the judiciary system in France in 2020.
