A prerequisite for efficient and high-quality proceedings in courts and prosecutor’s offices are financial resources, through which all other necessary resources, such as human, material, and technical, are secured.
In order to ensure optimal financial resources, quality planning and management of the necessary resources is necessary.
Ensuring optimal financial resources requires the commitment of all participants in the process, primarily the executive and legislative authorities at all levels, but also judicial institutions and the High Judicial and Prosecutorial Council of Bosnia and Herzegovina.
In this regard, the importance of the financial aspect of the work of judicial institutions and the role of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina in the process of proposing and adopting the budget requests of judicial institutions were discussed in the workshop held on October 3, 2024, in Sarajevo, where the newly created Module for managing the budgets of judicial institutions (Module) was also presented to representatives of judicial institutions.
The application of the module will enable a faster process of recording and processing data of judicial institutions related to budget processes and thereby enable additional time necessary for timely planning and preparation of budget requests as a basis for better negotiations with executive authorities.
In order to ensure the financial independence of judicial institutions, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina will continue to improve the process of budgeting for courts and prosecutor’s offices and will work to strengthen open dialogue with representatives of the executive and legislative authorities in order to fulfill the assumptions for the smooth functioning of judicial institutions.
The workshop was realized within the project activities of the project “Strengthening the capacity of the judiciary,” financed by the Kingdom of Norway, which are implemented within the Secretariat of the HJPC of Bosnia and Herzegovina. Financial support for the workshop was also provided by the EU4Justice project, which is supported by the European Union with the aim of harmonizing the judicial system in Bosnia and Herzegovina with European standards.
