Within the EU4Justice project, funded by the European Union, a policy document outlining the Monitoring Mechanism of the Reform Programme and Donor Contributions (the Mechanism) was presented to the Secretariat HJPC Staff and other Stakeholders, supported by an integrated information system
The Mechanism is designed to strengthen strategic monitoring, evaluation, and reporting on the implementation of the Reform Programme. It will also align with donor-funded initiatives with national reform strategies and priorities, primarily the HJPC Reform Programme. By identifying synergies and potential overlapping or duplication between HJPC and donor activities, the mechanism will ensure efficient and optimal resource utilization and improve communication between the HJPC, donors, and civil society.
The Secretariat of the HJPC reports to the international community on donor-funded initiatives at least twice a year during donor coordination meetings, presenting a donor mapping covering the whole sector of the judiciary. Summaries of these reports on Reform Programme progress and donor mapping are published annually on the HJPC’s website and shared with the international community. The Mechanism will further enhance accountability and transparency, enabling relevant donors and stakeholders to observe overall progress and effectiveness, and the interconnectedness of donor contributions
The HJPC Reform Program 2024-2026 is strengthened by strategic monitoring and evaluation capabilities, along with a streamlined coordination mechanism for donor support, led by the HJPC and supported by the EU4Justice initiative.
