Money laundering in the Covid19 era and new emerging trends
The issues of Insolvency, Anti-money laundering, Fraud, Corruption / Bribery, trends emerging in the Covid era and policies/strategies to fight against these threats, Interagency cooperation in Financial crimes, Practical cases and experiences were discussed during the online workshop. The workshop “Insolvency and other emerging trends in money laundering in covid19 era” is organised by the EU4Justice project in cooperation with CEST FBIH and CEST RS.
Over 30 participants who joined the workshop were prosecutors, investigators and representatives of Legal Enforcement Agencies.
Their counterparts were three experts from France:
- Mr. Marc BRISSET-FOUCAULT, a retired Deputy Prosecutor General, acting as an appellate trial prosecutor in Versailles Appeal Court.
- Mr Christophe DELATTRE, Deputy General Prosecutor, Douai Appeal Court, attached to the economic and financial section of the Douai Appeal Court JIRS, Specialized Interregional Services gathering justice, police, customs and tax services.
- Mr Emmanuel CHIRAT, magistrate, legal advisor on secondment at the Ministry of Economy and Finances, supporting tax services in the implementation of its criminal action plan (disclosure, investigation, lawsuit, tax collection).
The French experts shared their vast knowledge and practical experiences in recently identified trends in money laundering and how to set up specific strategies.
The EU Strategy on trafficking on Human beings and the Serious and Organised Crime Threat assessment published by EUROPOL earlier this month have been used as references to evidence these trends resulting in poly criminality, which could be tackled through increased cooperation among agencies and countries, but also through paying much more attention to legal procedures diverted by organised crime as it is the case in insolvency procedures.
Good national and international practices and guidance, from FATF to the UN, have been recalled as shared principles in the fight against money laundering and other typologies of financial crimes.
