On May 13, 2024, members of the HJCP’s Standing Committee for the Efficiency and Quality of Prosecutors’ Offices held a working session with the EU4Justice team, joined by Jean-Marie Huet, former Prosecutor General of the Appeal Court of Aix en Provence. The discussion was focused on the HJPC’s draft criteria for the appraisal of prosecutors and chief prosecutors in BiH that were introduced as a key novelty for a more quality-based performance appraisal. The peer-to-peer exchange led to an expanded scope of approach to the topic.
The EU4Justice team, joined by Marin Mrčela, judge of the Supreme Court of the Republic of Croatia, and Dr. Radojka Kraljević, psychologist and university professor from Croatia, presented a practical manual for HJPC members who are participating in structured interview panels in the procedure of appointment of JOHs. Lise Chipault, judge and former Deputy General Secretary of the High Council of Magistracy in France, presented to the HJPC the key findings of her comparative study of European best practices in conducting interviews with candidates for judicial office. The study is based on a survey conducted among the European Network of Councils for the Judiciary (ENCJ) Member States. These activities were done with the aim of supporting the improvement of the structured interview phase and the final phase in the recruitment and appointment of JOHs in BiH.
For the right perspective, the EU4Justice experts, Mrčela and Chipault, had a peer-to-peer exchange with judges of the Administrative Division of the Court of BiH to discuss the most common challenges in court practice with respect to appeals against decisions on appointment to judicial office.
